Electrical Panels have a number of purposes and a variety of types, Meter main panels are designed for circuit distribution while enabling the placement of a meter to monitor the power consumption.

Sub panels are more designed for the use of circuit distribution, utilizing the higher amperage, ex:
(100-200A) potential entering the panel, which then becomes regulated using smaller amperage breakers ex: (15-50A ) to protect the appropriated circuit wiring and the loads they serve.
Sub Panels require that the neutral conductor maintains isolation from the grounding conductor for safety purposes, the only area of connection in which the two can be mechanically connected is at the main panel were the meter and main utility wires enter the enclosure. The neutral is a current carrying conductor even though its white or grey, the bare or green grounding conductor are only ever energized during a problem or malfunction.​
Protecting the utility water and gas systems from ever becoming energized through an electrical malfunction by means of proper bonding to the utility grounded reference is a code requirement to assure that no current flow freely travels on a water or gas pipe line for any period of time.
Grounding electrodes are the approved method of returning fault malfunctions or surge currents back to the safe earth ground, in conjunction with being bonded to the utility grounded conductor as well.
Grounding earth electrodes aid in guiding these stray voltages in the direction of the path of least resistance, possibly caused by lighting strikes or interior electrical malfunctions.
